Since May 2019 Onggi river movement, jointly with United Movements for Mongolian Rivers and Lakes (UMMRL) has restarted a legal fight to enforce the Law with Long Name( a law to protect headwaters of rivers, protected zones of water reservoirs and forested areas) passed in July 2009 by Mongolian parliament under decisive pressure from civil society. Union of Mongolian River and Lake Movements (UMMRL) is delighted to share with you good news that Munkhbayar and Tumurbaatar were released on 6th November after the amendments to the Amnesty Law of Mongolia were finally approved. They spent in jail two years out of their original 21,5-year sentences.

International environmental and civil rights groups are outraged by the Great Khural (Mongolian Parliament) passing amendments  to the Law with the Long Name (LLN) on the last day  of Lunar year. Exact amendments as of yesterday were not available to the public and even to ministry officials, but information was leaked that changes are  related to granting license-holder with a right to exploit their deposits for two-years despite the fact those deposits are located in water and forest protection zones.

General situation with the “LAW TO  PROHIBIT MINERAL EXPLORATION AND MINING OPERATIONS AT HEADWATERS OF RIVERS, PROTECTED ZONES OF WATER RESERVOIRS AND FORESTED AREAS”
5 years and 6 months have already passed since the adoption of the Law on Prohibiting Mineral Exploration and Extraction Near Water Sources, Water Protection Zones and Forests (Law with Long Name-LLN).

Goldman Environmental Prize winner Munkhbayar, who in January 2014 was sentenced to almost 22 years in jail, as well as four of his friends from the Gal Undesten Movement, won significant reductions in their sentences in the City Court of Ulan Baatar.  They were protecting the law prohibiting mining in sensitive areas from being abolished. Michelle Tolson published today a brilliant text on gross injustice done to famous Mongolian environmentalist Munkhbayar and his fellows. “Authoritarian” government of the region after clashes with environmental activists either release them as it was done with “pirates” from Greenpeace in Russia or give them 1-2 year suspended jail term as it happened with Mongolian herders in China.
